I transmit to you herewith a copy of a Despatch
from the Governor of Hong Kong suggesting that the
@stablishment of the connection between the Canton-
Kowloon and Canton Hankow Railway should be made one
of the conditione of the recognition of the Chinese
Government by His Majesty's Government.
I have informed the Colonial Office that it would
be inadvisable to make an isolated question of this
nature a condition of recognition which will be carried
out in concert with other Powers,
It is desirable, however, that the matter should
be brought to the attention of the Chinese Government,
and I should be glad if you would take a suitable
opportunity of urging this stap upon them as soon us
normal conditions have been restored.
